About this opportunity
The Federal Emergency Management Agency issued a sole-source justification notice on June 10, 2026, announcing its intent to negotiate directly with Hexagon ALI, a division of Intergraph Corporation, for one year of technical support for Hexagon Infor 7i Enterprise Edition EAM software at the Center for Domestic Preparedness in Anniston, Alabama, with a response deadline of June 25, 2026. FEMA determined that Hexagon ALI is the only responsible source capable of providing the required support because the application is proprietary and can only be supported by its manufacturer; the software has been integrated into CDP's infrastructure since at least 2008 and must remain on the DHS/FEMA Technical Reference Model.
Support coverage encompasses one site license, 15 named users, 15 reporting consumers, and 30 named requestors, including monthly maintenance, telephone support, bulletin board support, and product upgrades. The procurement is classified under NAICS 513210 (Software Publishers) with a small business size standard of $47 million and is being conducted under FAR Part 12 simplified acquisition procedures for commercial products and services. This notice is not a request for competitive proposals; FEMA intends to award directly to Hexagon ALI without solicitation.
