About this opportunity

The Environmental Protection Agency seeks to award an indefinite delivery/indefinite quantity contract to provide technical support for the Office of Research and Development's ecological and global change assessments. The contractor shall assist with assessments that provide technical support for decision making, clearly articulate valued ecosystem attributes, analyze and synthesize disparate information sources, and communicate inherent uncertainties. The period of performance is five years with an ordering ceiling of $100.5 million. The EPA has a need for a contractor to provide technical support for the Office of Research and Development’s (ORD’s) ecological and global change assessment. Assessments provide technical support for decision-making. Effective assessments clearly articulate the attributes of ecosystems that are valued by stakeholders, analyze and synthesize information from disparate sources, and communicate the uncertainties inherent in the conclusions. They also take into account the context of decision making and the needs of decision makers, and as such use translational research approaches that involve stakeholders in problem formulation and development of assessment goals and strategies, and result in products designed to be highly usable and actionable.

The Government anticipates award of an indefinite delivery/indefinite quantity (ID/IQ) contract that will allow for the issuance of firm fixed price (FFP) and time and material (T&M) type task orders over an ordering period of five (5) years. The EPA intends to award a single contract with an ordering ceiling of $100.5M. The anticipated solicitation release is in early April 2022, and the close date shall be approximately 30 days thereafter. The solicitation will be issued on a full and open competitive basis with no small business set-aside(s). All responsible sources may submit a proposal for EPA consideration. The NAICS code is 541715 “Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology)” with a size standard of 1,000 persons.
