About this opportunity

The Department of the Navy's Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is seeking technical services for naval control systems, specifically targeting engineering and technical support for DDG-51, Freedom variant, and LHA-8AF platforms. The procurement will focus on comprehensive engineering services including design agent support, software development, test evaluation, fleet sustainment, and maintenance for complex maritime control systems such as MPCMS, MCS, and EC. The contract will require extensive capabilities in engineering planning, integrated logistics support, system testing, configuration management, software development, and obsolescence management. This procurement is being pursued as a sole-source acquisition directly with Lockheed Martin, utilizing 10 U.S.C. 3204(a)(1) which allows for procurement from only one responsible source. Interested parties are required to submit a five-page electronic response by 12:00pm EST on April 22, 2025, to William DeVito, detailing their capability to meet the government's specific technical requirements.

The pre-solicitation notice indicates no specific set-aside designations, and the contract is explicitly targeted for Lockheed Martin as the sole source vendor. While specific award values are not detailed in the documentation, the contract appears to be a multi-year effort covering comprehensive technical support across naval control systems. The procurement falls under NAICS Category 541512 for Computer Systems Design Services and PSC Category R425 for Professional Engineering/Technical Support. The anticipated contract duration suggests a five-year performance period with potential for extensive technical services across multiple naval platforms. The government's approach emphasizes rigorous technical capabilities, requiring contractors to demonstrate advanced engineering expertise in maritime control systems, software development, cybersecurity, and integrated logistics support.
