The purpose of this amendment to the pre-solicitation notice is to publish the updated performance work statement (PWS) for the Technical Quality Assurance and Statistical Support requirement. Additionally, the anticipated Conflict of Interest solicitation provisions and contract clauses are included in full text with the PWS as an attachment.

The purpose of this synopsis is to notify potential offerors of the United States Environmental Protection Agency (USEPA), Office of Acquisition Solutions (OAS), Headquarters Acquisition Division (HQAD), OLEM Mission Support Branch intent to issue a solicitation in support for EPA's Office of Research and Development (ORD). The EPA’s Office of Research and Development (ORD) is responsible for the research for EPA that provides the foundation for credible decision-making to safeguard human health and ecosystems from environmental pollutants. ORD research involves many sub- disciplines, including chemistry, biology, physics, modeling, software and application development, social science, and engineering for all media (air, water, and solids).


Contractors receiving this award shall provide technical quality assurance and statistical support (including decision quality support) to ORD Laboratories or Centers, other Program Offices, or Regions as described in written task orders issued by the Contracting Officer (CO) in the following support areas of the Performance Work Statement (PWS):

1)Document and Product Reviews,
2)Activity Reviews, and
3)Technical Quality System and Statistical Support

Any resultant contract will support EPA in implementing the most current versions of EPA 2106.0, Quality Policy, and EPA 2105.0, Policy and Program Requirements for the Mandatory Agency-Wide Quality System. These documents are available at http://www.epa.gov/quality/qa_docs.html.

A DRAFT Solicitation and PWS will be included with this synopsis on FedBizOpps.

Solicitation No. 68HERH22R0048 for ORD's Technical Quality Assurance and Statistical Support services will be a 100% small business set aside and will be solicited, evaluated, and awarded in accordance with the procedures under Federal Acquisition Regulations (FAR) Part 15- Contracting by Negotiation. The EPA anticipates award of a fixed rate Indefinite Delivery/Indefinite Quantity (IDIQ) contract from this solicitation. The contract period of performance shall be a five (5) year ordering period and a minimum estimate of $10,000.00. Task Orders will be issued under the contract as firm-fixed price or time-and-materials or hybrid of both.

This is a 100% Small Business set aside under North American Industry Classification system (NAICS) code for this procurement is 541620 - Environmental Consulting Services, with applicable size standard of $15 million.

It is estimated that the solicitation will be available on or about December 30, 2022 with a due date of 30 days after release of the solicitation.
