About this opportunity

The Department of the Navy Strategic Systems Programs (SSP) is seeking technical engineering and programmatic support services for the U.S. Columbia Class and UK Dreadnought Class submarine Common Missile Compartment (CMC) program. The procurement focuses on technical systems engineering, analysis, and program support for the integration of the TRIDENT II (D5) Submarine Launched Ballistic Missile Strategic Weapon System. Respondents must demonstrate extensive experience in program management, strategic weapon systems, and technical review capabilities, with a requirement for Secret security clearance. Evaluation criteria will emphasize recent and relevant past performance data, with firms needing to show annual incurred costs of at least $7.5M within the past 5 years. White paper capability statements are due by June 6, 2025, at 4:00 PM EST, with an anticipated contract award date of December 21, 2025.

The contract is not set aside for any specific business category, though small businesses are encouraged to respond. The procurement will cover a base year for FY 2026 with option years through FY 2030, requiring approximately 6.5 full-time equivalent personnel. Work will be performed in a hybrid environment, including Washington Navy Yard, field activities, and contractor locations. The contract will be structured with Level-of-Effort (LOE) Line Items on a Cost-Plus-Fixed-Price (CPFF) basis, with each line item estimated to cover a twelve-month performance period. While specific award value is not explicitly stated, the comprehensive nature of the support services and the multi-year contract suggest a significant financial commitment. The scope includes supporting technical assessments, design reviews, liaison activities, and on-site support at facilities in New London/Groton, CT, and Quonset Point, RI, with potential travel requirements to UK facilities.
