About this opportunity

The United States Trade and Development Agency seeks technical advisory services for the Philippines Subic-Clark-Manila-Batangas Railway development project, with proposals due June 12, 2026, at 1:00 PM EST. This is an unrestricted procurement with one firm-fixed-price award and optional cost-reimbursable line items.

The estimated contract value is $19.0 million over a 12-month base period with one optional 12-month extension. Place of performance is the contractor's U.S. facility or the Philippines as directed. Award is limited to U.S. firms or U.S. individuals; contractor and subcontractor employees must be U.S. citizens or lawfully admitted permanent residents. Subcontractor use is limited to less than 50 percent of the proposed price.

The contractor will independently review and approve deliverables submitted by a separate USTDA-funded prime contractor across 12 milestone packages addressing transport models, port-rail integration, environmental and climate assessments, legal and regulatory analysis, and development impact assessments. The contractor must provide 3–5 page task reports within nine business days of each milestone receipt and a comprehensive final report 45 days before contract completion. The contractor serves as advisor to align USTDA with Asian Development Bank and Swedfund workstreams and will attend bi-weekly meetings with USTDA. Up to three trips to the Philippines are required, with up to two team members per trip and five working days on-site per visit.

Offerors must demonstrate at least 15 years of experience managing large-scale surface transportation projects with rail transportation expertise including port-rail integration and ADB financing requirements, and at least 7 years reviewing milestone deliverables for large-scale projects and preparing acceptance reports. Proposals must not exceed 15 pages (excluding cover page, table of contents, executive summary limited to 3 pages, resumes capped at 3 pages per person, and past performance references). Labor categories include Rail Transportation Expert (highly preferred as project team leader) and Transportation Support Team at fully burdened hourly rates. Estimated annual hours are 960 for the base period and 800 for the optional period. Contractors must obtain Defense Base Act and medical evacuation insurance for overseas work.

Evaluation weighs technical factors (general sector expertise, sector and technical experience, professional experience, and past performance) significantly over price. The NAICS code is 541690, Other Scientific and Technical Consulting Services. All offerors must be registered in SAM with active status and submit proposals electronically to contractproposals@ustda.gov. Amendment A0001 extended the deadline from June 2 to June 12. Amendment A0002, issued June 2, updates Attachment 1 and provides questions and answers; offerors must acknowledge receipt of this amendment.
