About this opportunity
The Department of the Navy Naval Sea Systems Command is seeking professional program management and support services through a follow-on task order under the Team Submarine Ship Acquisition Program Manager (SHAPM) requirement. This procurement falls under Engineering Services (NAICS 541330) and Support-Professional Program Management/Support (PSC R408) and is designated for use only by companies with an active SeaPort-NxG Multiple Award Contract (MAC) award. The government has released draft documentation including the Statement of Work, Personnel Qualifications, and Sections L and M to guide potential offerors in their proposal preparation. An Industry Day was held on December 17, 2025, with slides and Q&A documentation available to assist interested parties. The solicitation is expected to be released within two weeks of the March 12, 2026 posting date, with a question submission deadline of March 27, 2026. Notably, the SeaPort Portal will not be used for posting the solicitation or receiving proposal submissions; instead, offerors must follow the draft submission instructions provided with this notice and continue submitting questions through SeaPort.
This pre-solicitation notice does not utilize any set-aside designations, meaning all qualified contractors are eligible to compete. The opportunity is restricted to prime contractors who currently hold an active SeaPort-NxG MAC award, which limits the competitive field to established contract holders. The notice does not specify an award value, budget range, or estimated contract duration at this stage of the procurement process. No incumbent contractor or previous awardee information is mentioned in the advance notice. While the full solicitation details are forthcoming, the available draft documentation and prior Industry Day materials provide potential bidders with preliminary requirements and expectations for this follow-on program management effort.
