About this opportunity

The Naval Air Warfare Center, Weapons Division, located in China Lake, California, is seeking to procure one TDI-J85 turbojet engine, associated engine accessories, and integration support services. This procurement will be conducted on a sole-source, non-competitive basis, meaning the contract is intended for a single contractor without full and open competition. Interested firms that believe they can fulfill this requirement are invited to submit a written response via email to Andrea Farrell at andrea.m.farrell7.civ@us.navy.mil by December 23, 2025—five days from the publication date of this notice. All responses must reference solicitation number N6893626Q5050 and include a detailed capability statement demonstrating the firm's relevant experience, assets, background, and technical ability to perform the work while maintaining quality, accuracy, reliability, and schedule adherence. Notably, this pre-solicitation notice is not a formal request for competitive proposals, but rather a notification of the agency's intent to award to Technical Directions Inc. (TDI), a Kratos Company.

This procurement carries no set-aside designation and is intended for Technical Directions Inc. (TDI), a Kratos Company, located at 4520 Glenmeade Lane, Auburn Hills, Michigan 48326, as the engine is proprietary to that firm and is a critical component in an existing project build. The requirement specifies a quantity of one turbojet engine with associated accessories and integration support, though no specific award value or contract timeline is disclosed in this notice. All interested contractors must maintain an active registration in the System for Award Management (SAM) and should be aware that new and renewed SAM registrations now require submission of an original, signed notarized letter identifying the authorized Entity Administrator, which may require several business days to process. Additionally, contractors seeking access to Controlled Unclassified Information must obtain certification through the Defense Logistics Information Services (DLIS) prior to engaging with this opportunity.
