About this opportunity

The United States Marine Corps, specifically the Program Executive Officer Land Systems (PEO LS) Program Manager Intelligence and Cyberspace Operations (PM ICO) Program Office, is conducting a Request for Information (RFI) for the Terrestrial Collection Systems (TCS) MS Increment II project. The RFI seeks information on advanced small uncrewed maritime vessels (sUMVs) that can provide intelligence, surveillance, and reconnaissance (ISR) capabilities to Fleet Marine forces and enhance maritime domain awareness (MDA). Potential respondents must submit detailed capabilities demonstrating their ability to meet specific technological requirements, with a focus on Technology Readiness Level (TRL) and projected availability for fielding and deployment. To access the full requirements document, vendors must complete and submit a Controlled Unclassified Information (CUI) Non-Disclosure Agreement. The RFI response deadline is February 19, 2025, and companies are required to provide a cover letter, comprehensive capabilities description, and clear understanding of the project requirements. Generic capability statements will not be accepted, and respondents must directly showcase their specific capacity to perform the work.

The solicitation is not currently set aside for any specific business category and is open to engineering services providers with expertise in maritime vessel technologies. No specific award value or budget range is currently disclosed in the pre-solicitation notice. The project is categorized under NAICS code 541330 (Engineering Services) and PSC code 1940 (Small Craft), indicating the broad technical scope of the potential procurement. While no incumbent contractors are mentioned, the Marine Corps is conducting market research to assess industry capabilities for developing sUMV technologies. The project appears to be in an early research phase, with no guarantee of future solicitation or procurement. Interested companies must carefully review the secured attachment and comply with the CUI NDA requirements to be considered for potential future opportunities in this program.
