About this opportunity

The Government Accountability Office (GAO) is conducting market research for a Taxonomy Server Operations and Maintenance contract to migrate its existing PoolParty taxonomy system from a vendor's Azure cloud environment to GAO's Azure cloud infrastructure. The contract will require system integration with SharePoint, ongoing maintenance, and technical support for GAO's Taxonomy Program, with key performance requirements including 98.5% system uptime and live customer support during business hours. Potential vendors are invited to provide feedback on a draft Statement of Work through a Request for Information (RFI) process, with responses due by January 22, 2025. The RFI aims to determine industry capabilities, gather input on procurement strategies, and refine contract requirements to enhance competition. Respondents must submit company profiles, SAM Unique Entity ID, CAGE code, and answers to a detailed questionnaire via email to the GAO Acquisition Management Contracting Officer.

The contract opportunity is not set aside for any specific small business category and falls under NAICS code 541519 for Other Computer Related Services. The period of performance will run from August 1, 2025, through July 31, 2030, consisting of a base year and four option years. Implementation must be completed within three months of contract start, with contractors required to provide a technical point of contact within two business days of contract signing. Critical technical requirements include implementing FedRAMP-certified security controls, ensuring all data remains within the continental United States, and complying with FISMA, NIST standards, and FIPS requirements. While specific budget ranges were not explicitly disclosed, the comprehensive nature of the services and five-year performance period suggests a potentially significant contract value for the selected vendor.

Notice text

The GAO is issuing this RFI as a means of conducting market research to request information from industry to determine the most suitable procurement approach for competing / soliciting the requirements outlined in the attached draft Statement of Work (SOW). GAO is also soliciting recommended changes to the SOW along with suggestions for improvement or areas needing further clarification or definition. The GAO may use the comments provided to revise or improve the SOW to make the requirement as clear as possible to enhance competition and determine if there are enough qualified businesses interested in and capable of meeting or exceeding the requirements stated in the draft SOW.

Potential vendors are invited to provide feedback to the draft SOW as noted above and responses to RFI items #1 and 2 below. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition.
