About this opportunity

The Internal Revenue Service issued a pre-solicitation notice on July 20, 2026, for the acquisition, integration, maintenance, and support of commercial off-the-shelf tax software products, middleware, and technical services, with written questions due by September 15, 2026, at 4:00 p.m. ET. This is an advance notice only; no responses at this time will constitute a solicitation for proposals, quotes, or pricing, and the Government reserves the right to cancel or amend the posting. The anticipated RFQ/RFP (Solicitation Number 5000230074) will issue October 1, 2026, under FAR 15 competitive procedures and NAICS 513210.

The contract calls for provisioning of Tax Analyzer and Tax Planner enterprise tax software licenses (up to 300 named-user licenses), comprehensive technical support with multi-tier escalation, IMS Tax Engine Middleware maintenance and support including e-file processing, and training delivery. The anticipated contract structure comprises one 12-month base period (April 1, 2027–March 31, 2028) and four optional 12-month extension periods on a firm fixed price basis. Pricing will include Tax Analyzer Enterprise licenses at $130 per unit, Tax Planner licenses at $150 per unit, technical support at $12 per month, middleware maintenance at job-based rates, quarterly virtual training at $4 per job, and annual face-to-face training at $1 per job. The contractor must comply with Section 508 accessibility requirements, FISMA security standards, IRM 10.23 IT security policies, and maintain defined service level agreements. Award will be made to the offeror representing best value using a tradeoff process prioritizing technical approach, licensing and support capability, and past performance over price. Interested parties should direct questions to Louis Brown III (louis.c.browniii@irs.gov) or Tanya Burnett (tanya.r.burnett@irs.gov).
