About this opportunity
The U.S. International Development Finance Corporation (DFC), a civilian agency focused on financing solutions in developing markets, has issued a Special Notice regarding a Tax-Free Commuter Benefit Program for its employees. The notice indicates DFC's intent to award a sole source contract to the Washington Metropolitan Area Transit Authority (WMATA) under Federal Acquisition Regulation (FAR) 13.106-1(b). WMATA is considered uniquely qualified due to its extensive expertise and experience in providing commuter transportation services. The contract opportunity is specifically for commercial services that will enable a commuter benefits program for DFC employees working in the DC, Virginia, and Maryland regions. The notice was published on April 23, 2025, with responses accepted until April 26, 2025.
The primary purpose of this Special Notice is to establish a commuter benefits program that allows tax-free payment for transit and parking, ensuring reliable transportation for DFC employees. The contract will have a base year from October 1, 2025 to September 30, 2026, with four potential 12-month option years extending through September 30, 2030. Contractors interested in being considered must submit statements of capabilities within three calendar days of the notice's publication, though the government retains sole discretion on whether to open the requirement to competition. The anticipated contract will be a Firm Fixed Price (FFP) structure, with WMATA being the anticipated sole source provider. While the notice emphasizes that it is not a request for proposals, it invites responsible and capable sources to submit capabilities statements. The government reserves the right to extend the contract's terms under FAR clause 52.217-9 and maintains flexibility in its ultimate acquisition approach.
