Notice text

This is a Request for Information (RFI) as defined in Federal Acquisition Regulation (FAR) 15.201(e). The purpose of this RFI is to obtain additional market information and assess industry capabilities to help the Overseas Private Investment Corporation (OPIC), Office of Investment Policy, in creating two new versions of their client data surveys, one for the initial application stage which will be used to collect baseline data and projections of the client's developmental impacts and a secondary survey to be filled every year by the client for OPIC to monitor the development performance of active investments.

This RFI shall not be construed as a formal solicitation, request for quote or an obligation on the part of the Government to acquire any product or service. Responses to this RFI are not offers or quotes and will not be accepted by the Government to form a Blanket Purchase Agreement, delivery order, or binding contract of any nature. Participants are advised that only U.S. Government Contracting Officers are legally authorized to commit the Government to the obligation of funds.
An RFI does not guarantee a solicitation will be issued. Submission of any information in response to this RFI is completely voluntary and costs associated with any submission shall not be reimbursed by the Government. Please monitor Federal Business Opportunities (FBO.gov) for future information pertaining to this potential requirement.

The Overseas Private Investment Corporation (OPIC) is a self-sustaining U.S. Government agency that helps American businesses invest in emerging markets. Established in 1971, OPIC provides businesses with the tools to manage the risks associated with foreign direct investment, fosters economic development in emerging market countries, and advances U.S. foreign policy and national security priorities. OPIC helps American businesses gain footholds in new markets, catalyzes new revenues and contributes to jobs and growth opportunities both at home and abroad. OPIC fulfills its mission by providing businesses with financing, political risk insurance, advocacy and by partnering with private equity investment fund managers.

OPIC is seeking information for the creation of a new development impact survey and data collection tool. The purpose of these surveys are to collect information on the development impact performance of its clients. It is to be shortened from its current iteration to a much more streamlined version.

As it stands today, the questions are cumbersome, irrelevant, and redundant. Initial reviews conducted by survey experts deemed it difficult to understand especially since the survey is to be completed by a population where the first language may not be English.

Due to the nature of the OPIC's business, the surveys will need to collect sector specific data so the surveys will need to allow for this flexibility. .

The number of clients OPIC will need to survey with the annual survey will be over 700 as it stands today and within a few years, over a 1000.

It is imperative the survey asks questions that can be later analyzed and studied with as little modification as possible.

Please see the two versions of the current surveys attached to this RFI.
