About this opportunity
The Department of the Navy Military Sealift Command is soliciting proposals for a spot charter of one clean, double-hull tanker vessel to transport approximately 240,000 barrels of JA1 product. The vessel must meet specific technical specifications including a maximum length of 218.98 meters, maximum beam of 32.30 meters, 50,000 MT deadweight capacity, and be equipped with an Inert Gas System and Segregated Ballast Tanks. Offerors must provide comprehensive technical documentation including vessel certifications, cargo tank compatibility information, marine chemist certifications, recent tank inspections, and evidence of previous cargo history. The solicitation is conducted under FAR 13.5 Simplified Procedures for commercial products and services with a firm-fixed-price contract anticipated. Proposals must be submitted through SAM.gov by 1300 Eastern Time on December 11, 2025, and the government reserves the right to reject any vessel not meeting the comprehensive technical specifications outlined in the RFP and its amendments.
This solicitation has no set-aside designations and does not identify any current incumbents or contractors. The RFP does not specify an award value or budget range. The vessel will load cargo in Onsan, Korea with laydays from January 7-8, 2026, and discharge portions of the cargo in Mesaieed, Qatar and Sitra, Bahrain, with the place of performance designated as Bahrain. Crews operating in the Red Sea, Bab al-Mandeb Straits, and Gulf of Aden will receive imminent danger pay. Amendment 0001, issued on December 8, 2025, modified the original RFP specifications to update the maximum beam restriction to 32.30 meters and provided detailed port restrictions for the S-OIL Terminal loading facility, including maximum vessel parameters of 11.79 meters draft and a maximum 4.6-meter vessel rail to manifold distance.
