About this opportunity

This pre-solicitation notice seeks one clean, double-hull tanker vessel capable of transporting a minimum of 10,000 barrels of clean product within designated cargo tanks and with an Inert Gas System or equivalent. The procuring agency is the Department of the Navy Military Sealift Command. The vessel must be U.S. or foreign flagged and approved to load in Killingholme, UK between May 8-9, 2022 before discharging in Akrotiri, Cyprus to fulfill a one voyage period of performance. Proposals are due by April 14, 2022 and the contracting office will be evaluating vessels that meet the capability and qualification standards described.

There is no set-aside designation for this procurement as all work will occur outside of the U.S. and its territories. The primary NAICS and PSC codes relate to transportation and travel services. As this is a pre-solicitation notice, no incumbent or awarded contractor is identified. The contract award amount and line items are to be determined. The Deputy Associate Director of Small Business Programs has approved the full and open competition procurement approach based on the work being performed internationally.
