About this opportunity

The Military Sealift Command is conducting market research on the availability and pricing of U.S. flag LNG tanker vessels for a voyage charter to Naval Station Guantanamo Bay, Cuba, with responses due July 27, 2026 at 1100 hours Eastern Time.

The vessel must transport a minimum of 50,000 MMBTU of LNG and meet strict dimensional constraints: maximum displacement of 41,000 metric tons, maximum length of 256 meters, maximum laden draft of 10 meters, and maximum beam of 32 meters. Gross volumetric capacity must fall between 4,000 to 15,000 cubic meters with unloading capability of 250 cubic meters per hour at 150 PSIG pump-out pressure. The vessel requires a flanged connection with powered emergency release coupling to a 6-inch LNG hose and emergency shutdown umbilical. LNG saturated pressure must range from a minimum of 5 PSIG to a maximum of 20 PSIG, averaging 10 PSIG. The carrier must perform mooring analysis meeting UFC 4-159-03 Service Type I standards for 35-knot sustained winds and 1-knot current.

Discharge operations occur at Naval Station Guantanamo Bay during daylight hours only, excluding weather working days and Sundays/holidays, with the loading port at the charter's discretion. Vessel delivery windows are August 17–21, 2026, or September 8–11, 2026. Respondents must submit company information, vessel specifications, lump-sum and demurrage rates, small business status, and unique entity identifier via email to Jordan Morrison or Franklin Carley Orvin. Small business size standard for NAICS 483111 (Deep Sea Freight Transportation) is 1,050 employees. This notice is market research only and does not constitute a government commitment to contract.
