About this opportunity
The Library of Congress (LoC) has issued a Special Notice for a sole-source contract to procure Extended Adaptive Multi-Rate Wideband (AMR-WB+) software licenses from VoiceAge Corporation. The work will be performed at the contractor's facility for a 12-month period of performance. The contract is valued below the simplified acquisition threshold but above the public notice threshold.
The purpose of this Special Notice is to publicly announce the LoC's intent to award a sole-source contract to VoiceAge Corporation for the AMR-WB+ software licenses required for the LoC's Digital Talking Book machines, smartphone applications, and encoding software. The LoC will not be accepting proposals from other parties, and a written solicitation will not be issued. The Special Notice includes the approved Justification and Approval (J&A) document, which outlines the rationale for the sole-source award due to VoiceAge's exclusive rights to the AMR-WB+ codec. Contractors are not required to submit any responses, as this notice serves as the only public posting for this contracting action.
