About this opportunity
The United States Transportation Command (USTRANSCOM) is seeking Stevedoring and Related Terminal Services (S&RTS) at the Port of Talamone Bay, Italy, with a focus on handling Defense Transportation System cargo, including Class V Ammunition & Explosives for US Army and Air Force units in northern Italy. The anticipated Indefinite Delivery Indefinite Quantity (IDIQ) contract will require 24/7/365 cargo handling services, with capabilities to manage multiple vessels simultaneously and handle military vehicles up to 150,000 lbs, containerized cargo, and sensitive Department of Defense materials. Potential contractors must complete an Information Sheet and Market Research Survey by January 6, 2025, at 12:00 PM Central Time, demonstrating their ability to meet comprehensive service requirements including personnel screening, security protocols, and safety compliance. The evaluation will assess vendors' operational capabilities, experience with foreign commercial contracts, labor regulation compliance, and past performance in similar maritime logistics environments. The draft Performance Work Statement emphasizes a service approach focused on "Safety, Efficiency, and US warfighters in Mind."
The pre-solicitation notice does not indicate a specific set-aside for small businesses, though it encourages responses from businesses of all sizes and socioeconomic categories. The contract's base period is anticipated to run from December 1, 2025, through November 30, 2030, with potential for significant maritime logistics operations supporting US military infrastructure in Italy. While specific award values are not disclosed, the contract will be compensated through a Schedule of Rates (SOR), with pricing structured per container, vehicle, aircraft, and metric ton of breakbulk cargo. Contractors must be registered in the System for Award Management (SAM), possess NAICS code 488320 for Marine Cargo Handling, and demonstrate the ability to rapidly mobilize operational capabilities. The services will be overseen by the 839th Transportation Battalion Italy Detachment, with the expectation that contractors can maintain high-productivity levels and comply with stringent military logistical standards.
