About this opportunity

This notice seeks firmware upgrades to the AN/ALR-97(V)1 Electronic Support Measure system on Taiwan P-3C aircraft. The Naval Air Warfare Center Aircraft Division, Lakehurst intends to award a sole source contract to Harris Corporation to implement the firmware upgrade on the MO-160 unit and aircraft interfacing systems. Harris Corporation designed, developed, and manufactured the existing ESM system, making them uniquely qualified to perform the upgrade. The timeline to qualify a second source is estimated at two years, which would delay delivering an upgraded ESM system meeting Taiwan's requirements. Interested parties have 15 days from the date of publication to respond to the Government's intent to award sole source without full and open competition.

There is no set-aside designated. Harris Corporation, located in Van Nuys, California, is identified as the potential incumbent or current contractor for this work given their role as the original system manufacturer. No award values or budgets are provided, but the notice seeks the firmware upgrades to bring the AN/ALR-97(V)1 ESM system to version AN/ALR-97(V)2 in support of the Taiwan P-3C program within timelines ensuring ongoing operational requirements for the Taiwan Air Force and Taiwan Navy.

Notice text

The Naval Air Warfare Center Aircraft Division, Lakehurst has a requirement for a firmware upgrade to the Taiwan P-3C Electronic Support Measure (ESM): the AN/ALR-97(V)1. The firmware upgrade will be implemented on the MO-160 unit and aircraft interfacing system to bring the AN/ALR-97(V)1 to AN/ALR-97(V)2 in support of the P-3C Taiwan Program for the Taiwan Air Force.

The Government intends to issue a contract action on a sole source basis to Harris Corporation (CAGE: 24930) of Van Nuys, CA for the required firmware upgrades. Harris Corporation is the sole designer, developer, and manufacturer of the ESM System for use on the Taiwan P-3C aircraft. Harris Corporation is the only source that can provide this capability and service to satisfy the Taiwan Air Force and Taiwan Navy upgrade requirements. Harris Corporation is the only known source with the requisite design knowledge, technical data, installation procedures, fabrication procedures, performance, and operational characteristics of the ESM mission capable of meeting the requirements, and is therefore, uniquely qualified to perform the efforts contemplated. Award to any other source would disrupt on-going Taiwan P-3C operational requirements by delaying the delivery of a qualified and properly integrated ESM System to the TAF and TN. The timeline to compete and qualify a second source to fulfill the Taiwan P-3C ESM system requirements is estimated to be approximately two years.

This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open this requirement to full and open competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a full and open competitive procurement.
