About this opportunity

The Naval Air Systems Command (NAVAIR) intends to procure maritime seeker suite technologies and processing capabilities for the Tactical Tomahawk All-Up-Round (TACTOM AUR) missile system through a two-year contract anticipated for award in the second quarter of fiscal year 2026. The procurement involves building and delivering production seeker suites for incorporation into modernized TACTOM Block V AUR missiles, along with necessary production Technical Data Package (TDP) and facility upgrades to enhance production capabilities. The Maritime Strike Tomahawk (MST) technology efforts will be installed concurrently with the TACTOM missile recertification program, requiring detailed knowledge and expertise of the Tomahawk Block IV, V, and Va AUR missile systems. NAVAIR indicates that responsible parties may submit capability statements for consideration, though this is not a formal request for proposals. The deadline for responses is July 31, 2025, with the opportunity posted on July 16, 2025.

This procurement does not utilize any set-aside designations and NAVAIR intends to award the contract to Raytheon of Tucson, Arizona, citing them as the sole developer, designer, and manufacturer of the Tomahawk Land Attack Missile. Raytheon maintains control of the Level III TDP and manufacturing documentation for the Block IV AUR, as well as the Level III TDP for the Seeker Kit and Block Va AUR, making them the only known source capable of accomplishing the requirement within the specified timeframe without duplicating costs. The contract will cover an estimated quantity of 35 to 96 modernized TACTOM Block V AUR missiles, with potential for additional quantities as Congress may authorize and appropriate. The data associated with the Tomahawk missile is export controlled and unavailable to foreign sources or representatives. Small businesses interested in subcontracting opportunities are directed to contact Jarrod Winters at Raytheon for potential collaboration.
