About this opportunity

The Naval Air Systems Command (NAVAIR) is procuring supply chain management data deliverables in support of the Maritime Strike Tomahawk (MST) program. This pre-solicitation notice indicates NAVAIR's intent to award a contract modification to collect and aggregate supplier and material data that will support modeling, forecasting, and efficient management of the weapons industrial base. The primary objective is to illuminate Weapons Industrial Base capabilities, aggregate common materials across PEO Weapons, and develop mitigation strategies for supply base disruptions. The contract will support the production and delivery of MST-capable TACTOM Block V/Va AUR missiles as authorized by Congress. The period of performance is anticipated to extend up to two years, with contract award expected in the third quarter of Fiscal Year 2026. The pre-solicitation notice was posted on March 19, 2026, with a response deadline of April 30, 2026.

This procurement includes no set-aside designation and NAVAIR intends to award the contract to Raytheon Technologies as the sole source, citing their exclusive possession of current configuration and manufacturing data for the Tomahawk system, along with their requisite technical expertise and production experience since 1994. The notice specifically identifies Raytheon as the only responsible source capable of executing the supply chain management data deliverables within the required schedule without unacceptable duplication of costs. While no specific contract value is stated in the pre-solicitation notice, the effort is structured as a contract modification to support ongoing MST-related production activities aligned with TACTOM recertification and modernization initiatives. History:

Since 1994, Raytheon has been the sole developer, designer, and manufacturer for the Tomahawk Land Attack Missile.  Raytheon solely possesses the current configuration and manufacturing data for the Tomahawk Block IV AUR missile, the seeker suite, and the installation of the seeker suites into the Block IV missiles during recertification in order to deliver a Block Va TACTOM AUR. They are the only source capable of performing the required integration and testing.  Raytheon maintains and controls both the Level III TDP and the manufacturing documentation for the Block IV AUR as well as the Level III TDP for the Seeker Kit, and the TDP for the Block Va AUR. Because a detailed knowledge and expertise of the Tomahawk Block IV, V, & Va AUR missile is required to conduct tasking under this contract, Raytheon is the only known source capable of accomplishing this requirement in the required timeframe and without duplication of costs.  The data associated with the Tomahawk missile is export controlled and is not available to foreign sources or representatives.  Responsible parties may submit capability statements which shall be considered.  This is not a request for proposals.
