About this opportunity
The United States Marine Corps, specifically Marine Forces Reserve in New Orleans, Louisiana, issued a Special Notice on December 23, 2025, for Tactical Medical Training in support of Tactical Combat Casualty Care (TCCC) and Advanced Medical Training (AMT). This is a Notice of Intent to Award under sole-source procurement authority, with the contract anticipated to be awarded to Tier 1 Group on January 7, 2026. The procurement will be conducted under Simplified Acquisition Procedures and authorized under FAR 13.501 for "Other than Full and Open Competition." The opportunity falls under the Educational Support Services NAICS category (611710) and Education/Training-General PSC category (U009). Interested parties were invited to submit written information demonstrating their capability to provide similar services by the January 5, 2026 deadline at 9:00 AM Central Standard Time.
The training program is a one-day, hands-on tactical medical course designed to prepare military operators to apply life-saving TCCC techniques effectively in combat environments. The curriculum covers critical competencies including hemorrhage management, airway management, tension pneumothorax treatment, bandaging and splinting, shock management, improvised techniques, and all stages of the TCCC/AMT protocol. A defining feature of the program is its emphasis on patient assessment skills, maintained through a low student-to-instructor ratio capped at 5:1 to ensure adequate individual attention and skill development. Contractors interested in competing for this requirement were required to submit capability statements by January 5, 2026, as the government retained sole discretion to determine whether to conduct full competition based on responses received. Interested parties could contact Contract Specialists Misael Calderon or Franklin Smith at the Regional Contracting Office for additional information.

AMT Skills training will incorporate the objectives of TCCC and apply them to a patient model. The instructor reinforces learning and incorporates lessons learned from current operations, during this intense hands-on training evolution. We put major emphasis on patient assessment skills, and we maintain a low student to instructor ratio, maximum 5:1, to ensure the student receives the instructor attention necessary to understand and develop their skills, concepts, and principles. This training prepares the operator to confidently and effectively apply the life-saving techniques of TCCC to enhance survivability on the battlefield.
