About this opportunity

The U.S. Department of Homeland Security's Customs and Border Protection (CBP) issued a Limited/Sole Source Justification Notice for bilateral modifications to existing task order contracts with Koman Construction LLC, an 8(a) Alaska Native Corporation, to continue tactical infrastructure maintenance services in the Rio Grande Valley, Texas Sector along the U.S./Mexico Border. The services encompass comprehensive maintenance, repair, and improvement of critical border infrastructure assets including roads, bridges, fences, gates, vegetation control, border lighting, electrical systems, tunnel remediation, shelters, and generators. CBP justified the sole source award based on urgent national security needs and the impracticality of transitioning to a new contractor within the required timeframe, while simultaneously preparing for a competitive recompete contract expected to be awarded in the third quarter of fiscal year 2026. The modifications increase the task order value by $6,939,695.67 and extend the performance period from August 27, 2025, through June 4, 2026. This action required approval to exceed the standard $25 million ceiling for single-award IDIQ contracts issued to Alaska Native Corporations under FAR 19.808-1, demonstrating the critical nature and substantial value of these border security infrastructure maintenance services.

Notice text

Through this justification for other than full and open competition, the U.S. Department of Homeland Security (DHS), United States Customs and Border Protection (CBP), Office of Acquisition, issued a bilateral modification to two existing task order contracts (70B01C20F00000497 and 70B01C21F00000556) issued under IDIQ 70B01C20D0000018, awarded to Koman Construction LLC, an 8(a) ANC contractor, pursuant to FAR 19.808-1 and 6.303-1, to continue services for tactical infrastructure maintenance located in the Rio Grande Valley, Texas Sector along the U.S./Mexico Border.

The modifications will exceed the current $25M ceiling for single-award IDIQ contracts issued to Alaska Native Corporations (ANCs). Approval was obtained in accordance with the requirements of FAR 19.808-1 to exceed this ceiling and is provided in this notice.

Awarded contract 70B01C20D00000018 to unknown vendor for unknown amount on 2025-08-29.
