About this opportunity

Air Combat Command seeks an existing commercial off-the-shelf software solution to function as a relational database and analysis toolset for managing Tactical Datalink (TDL) platform specifications, conducting interoperability analysis, and supporting mission planning across the TDL enterprise, with proposals due October 10, 2026, at 1:00 PM EST. This is an unrestricted acquisition using Lowest Price Technically Acceptable (LPTA) evaluation; questions are due September 4, 2026, at 3:00 PM EST.

Place of performance is Langley Air Force Base, Virginia, with delivery required within 30 days of order receipt. The requirement includes 120 device-bound individual user licenses annually, all software updates including critical patches and bi-annual version releases, one annual four-day in-person advanced practitioner course (up to 10 students), and one foundational online platform user course (maximum five hours across minimum two sessions plus one-hour Q&A, up to 10 interactive students with unlimited listen-only participants). The software must support automated data ingestion from TDL standards including MIL-STD 6016, data export in XML, HTML, CSV, and XLSX formats, multi-platform interoperability evaluation with "Kneepad" summary outputs, mission thread analysis, and streamlined migration of existing TDL implementation databases.

The NAICS code is 541511 (Custom Computer Programming Services) with a $34 million size standard. The contract is firm-fixed-price not-to-exceed, with a base year running February 1, 2027, through January 31, 2028, plus four option years and one six-month option extending through August 1, 2032. The incumbent contractor is Interoperable Systems Group operating eSMART under contract FA489024C0012. Technical proposals are limited to 30 pages and must include functional screenshots, workflow diagrams, technical specifications, and historical case studies proving TDL and MIL-STD 6016 processing capabilities. Price proposals must provide detailed cost breakdowns with no page limit. Amendment 2, posted September 11, addressed Government Q&A responses with revisions in solicitation sections 1.1.2 and 2.
