About this opportunity

The United States Air Forces in Europe – Air Forces Africa intends to solicit tactical communication and hearing protection headsets for delivery by late May 2026, with a pre-solicitation response deadline of May 25, 2026. The requirement specifies 3M PELTOR COMTAC VI headsets or technically equivalent systems, with no set-aside applied. Formal solicitation will post on GSA AF Advantage.

Place of performance is Ramstein Air Base, Germany, where the headsets will equip security forces. The acquisition seeks 228 units of commercially available, field-tested systems designed for demanding operational environments.

Technical requirements demand level-dependent hearing protection with a minimum Noise Reduction Rating of 20 dB or Signal-to-Noise Ratio of 28 dB, adjustable environmental listening modes, and an earplug mode for situational awareness. Headsets must integrate with legacy Motorola portable radios and prepare for future Harris radio system integration, available in single or dual communication circuits with NATO wiring. A built-in, radio-independent intercom must support a minimum of four simultaneous speakers and over 50 listeners within a 10-meter radius in full-duplex operation. The microphone must be detachable, ambidextrous, noise-canceling, and waterproof (IP68 rated). The system must meet MIL-STD-810G for environmental durability and EMC-MIL-STD-461F/G for electromagnetic compatibility, with power supplied by two AAA batteries providing 50 hours of environmental listening or 30 hours with intercom active. Configurations include headband, neckband, and helmet-mounted options compatible with the "Gear for Life" helmet system, available in Olive Drab Green, Coyote Brown, and Black. Pre-approved components include the COMTAC 6 headset in NATO-wired green or black, EXFIL quick release back plate, ARIES dual comm push-to-talk assembly, and specified radio leads; equivalent items require separate testing and validation.
