About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure two tachometers with NSN 7H-6680-011688232, specifically for delivery to DLA Distribution facilities in New Cumberland, PA and Tracy, CA. The solicitation indicates the government does not currently own the data or rights to repair this part from alternative sources, and has determined it would be uneconomical to purchase such rights or reverse engineer the component. The pre-solicitation notice was posted on February 25, 2025, with responses due by March 28, 2025, giving potential vendors 45 days to submit proposals. The government intends to negotiate with a single source under FAR 6.302-1 authority, though all responsible sources may indicate their interest and capability to meet the requirement. Vendors interested in responding must follow specific documentation retrieval procedures, primarily through the DODSSP ASSIST-Online system or by contacting the document services help desk.

This procurement is designated as a Total Small Business set-aside, focusing on a specialized product within the Liquid And Gas Flow, Liquid Level, And Mechanical Motion Measuring Instruments product service category (PSC 6680). The government has explicitly stated it will not be using FAR Part 12 policies for commercial item acquisition, and interested parties have 15 days to identify potential commercial item solutions. While no specific award value is mentioned, the requirement is for two units of the tachometer. Potential vendors must carefully review the military specifications and standards, which can be obtained through the Document Automation and Production Service in Philadelphia, PA. The final determination to compete or sole-source this contract remains entirely at the government's discretion, with proposals received within the specified timeframe being considered for potential competitive procurement.
