About this opportunity

The Air Force Installation Contracting Center (AFICC) - 338th Enterprise Sourcing Squadron has issued a Special Notice announcing its intent to award a sole source contract to ElectroCore Inc. for the acquisition of twelve TAC-STIM non-invasive vagus nerve stimulation (nVNS) cognitive neuro-enhancement devices. This procurement falls under NAICS code 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing) with a size standard of 1,250 employees and will be structured as a firm-fixed price contract. The Air Force Education and Training Command is the sponsoring agency for this acquisition. The notice explicitly states this is not a request for quotes or proposals, but rather notification of a planned sole source award. The anticipated contract period runs from August 1, 2025, through September 30, 2026.

The primary objective of this acquisition is to support research and assessment of student training effectiveness, specifically examining how cognitive neuro-enhancement devices can improve learning, memory, and multiple cognitive elements in Air Force training programs with historically high failure rates, including Air Traffic Control and Pararescue specialties. Interested parties who believe they can provide equivalent capabilities must submit their responses by 12:00 PM Central Daylight Time on August 1, 2025, demonstrating clear and convincing evidence that competition would be advantageous to the government. Responses must include technical specifications showing compliance with the draft Statement of Work and identify the business size category (Large Business, Small Business, Small Disadvantaged Business, 8(a) certified, HUBZone, WOSB, VOSB, or SDVOSB). The devices must be self-administrable, portable, military-ruggedized, and capable of preset 2-minute stimulation sessions. The Air Force Research Laboratory will conduct testing and analysis with assessment groups not exceeding 180 students across selected training programs.
