About this opportunity
The Naval Surface Warfare Center Dahlgren Division seeks to procure LED lights and power filters for a Tapered Anechoic Chamber upgrade, with proposals due July 20, 2026. This is a sole source procurement under FAR 6.103-1(b) with no set-aside; however, the source material contains conflicting designations regarding set-aside status (one section indicates no set-aside, another references WOSB set-aside).
Place of performance is Dahlgren, Virginia. The solicitation specifies direct replacement parts engineered for the existing TAC equipment: ten Low Noise 62W LED Lights (LINKS-LED 60W 120V) manufactured by Constellation Lighting, and six 250VAC/250VDC, 0-60Hz Power Filters (PF286C-16/UL) manufactured by WEMC Technology. The source identifies Constellation Lighting as the intended sole-source manufacturer, located in Wheeling, Illinois. These are not interchangeable parts; alternative sourcing would introduce significant technical risk regarding physical mounting, electrical loads, and interface compatibility with the overarching MVG system architecture.
This is a combined synopsis/solicitation for commercial items issued as a Request for Quotation (RFQ) under FAR Part 12. All deliveries are due by August 30, 2026, FOB Destination to NSWC Dahlgren, with inspection and acceptance at destination. The contract is rated as a Defense Priorities and Allocations System (DPAS) DO-rated order and incorporates standard FAR commercial clauses including warranty requirements and DFARS compliance for item unique identification where applicable. Payment is via Wide Area WorkFlow (WAWF). The NAICS code is 334515; the PSC is 6210.

The provisions and clauses incorporated in this solicitation are those in effect through the Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement as of the date of issuance and are included in the attached SF 1449.

These are “direct replacements” parts/components for existing TAC equipment. The specified LED lights and power filters are engineered to interface directly with the overarching MVG system architecture currently being installed for the TAC upgrade. Sourcing alternative parts would introduce significant technical risk regarding physical mounting, electrical loads, and electromagnetic interference (EMI) shielding. In addition, sourcing from an alternative vendor would require extensive engineering redesign, customized interface fabrication, and additional safety and performance testing resulting in the loss of the Government’s initial investment.
All costs associated with this requirement must be included in the quoted price. This includes shipping and freight to Dahlgren, VA 22448-5114 as well as any tariff or duty charges. No additional costs may be added after award. Where applicable, DFARS 252.225-7013, Duty-Free Entry, will be incorporated. The Government will utilize Simplified Acquisition Procedures, and the order will be issued on a firm fixed-price basis.
All responsible offerors shall submit a quotation in response to this solicitation. By submission of a quotation, the offeror represents compliance with the applicable representations and certifications, which are incorporated by reference and completed in the System for Award Management (SAM), as applicable. Submission of a quotation shall constitute the offeror’s unconditional agreement to the terms and conditions of this solicitation. The offeror shall provide documentation from the Original Equipment Manufacturer (OEM) confirming the offeror is an authorized reseller or distributor of the brand-name item(s) quoted. Quotations submitted without such documentation may not be considered for award. Quotations that take exception to the terms and conditions of this solicitation may be rejected.
Offerors are encouraged to submit published pricing, historical pricing data, or other information to support the Government’s price analysis and determination of fair and reasonable pricing. Quotes will only be accepted from authorized re-sellers who have provided a Letter of Authorization. Award will be made on a Lowest Price Technically Acceptable basis.
In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov.
Proposal is due by 20 July 2026, no later than 12:00 p.m. EST. Questions and responses regarding this synopsis/solicitation may be submitted by e-mail to heather.r.wiley2.civ@us.navy.milprior to the RFQ closing. Email should reference Synopsis/Solicitation Number N0017826Q6828 in the subject line.
