About this opportunity
The Department of the Air Force Air Combat Command is seeking a small business contractor to provide maintenance and repair services for two water storage tanks at Shaw Air Force Base. Specifically, the project involves comprehensive work on Tank T1617, a 250,000-gallon deluge water storage tank, which requires full interior and exterior cleaning, coating, repairs, and installation of a new cathodic protection system. For Tank T2003, a 200,000-gallon water storage tank, the requirement is limited to a detailed visual assessment of its interior and exterior coating system and structural components. The contractor must be NACE-certified for cathodic protection work, comply with SCDHEC environmental regulations, and follow Sherwin-Williams coating specifications. While specific evaluation criteria are not explicitly detailed in the pre-solicitation notice, the contractor will need to demonstrate technical expertise in tank maintenance, coating application, and corrosion protection. The pre-solicitation was posted on February 8, 2025, with a response deadline of February 25, 2025, though the actual solicitation date remains to be determined.
The contract is set aside exclusively for small businesses and will have a performance period of 15 weeks (105 calendar days) following the Notice to Proceed. The scope of work includes comprehensive repairs identified in a previous August 2022 inspection report, such as foundation repairs, manway installations, and safety equipment upgrades. While no specific award value is mentioned, the complexity of work suggests a significant contract value, particularly given the detailed technical requirements for tank cleaning, coating, and cathodic protection system installation. The project involves working with two large water storage tanks (250,000 and 200,000 gallons respectively) located at different sites on the Air Force base. The contractor must provide a minimum one-year warranty on all work and will be responsible for obtaining all necessary permits. The technical specifications include precise coating application requirements, with multiple layers of specialized Sherwin-Williams products and strict adherence to surface preparation and application standards.
