About this opportunity

The Bureau of Reclamation is conducting market research for a recurring facilities access service contract to maintain a T1 data circuit serving Trinity Dam's Central Valley Operations Office, with responses due by June 5, 2026. The T1 circuit provides dedicated connectivity for the Supervisory Control and Data Acquisition (SCADA) system that controls operations between Trinity Dam and Keswick Dam across a 33-mile span. The incumbent contractor, TDS Telecom/Happy Valley Telephone, has maintained the circuit since 2009. Performance of performance is Trinity Dam, California.

The contract structure is firm-fixed price with a base year running September 1, 2026 through August 31, 2027, followed by four optional renewal years extending through August 31, 2031. The contractor must maintain 100% availability of the T1 line 24 hours a day, seven days a week. Support and business operations are required between 6:00 a.m. and 4:30 p.m. Monday through Friday, excluding federal holidays and government facility closings. The contractor must maintain adequate workforce capacity to ensure uninterrupted performance during normal business hours and safeguard all government equipment, information, and property. Invoices are submitted at the end of each billing period and paid via Electronic Funds Transfer.

The Bureau of Reclamation is seeking interested vendors that can satisfy the objectives below. There is a recurring requirement for Facilities Access Service for T1 Data Circuit for the Central Valley Operations Office (CVOO). The T1 Circuit is a dedicated circuit for the Supervisory Control and Data Acquisition (SCADA) system and is provided by TDS Happy Valley Telecom. The SCADA system is used between Trinity Dam and Keswick Dam to control operations. The circuit itself is controlled by a computer to keep the circuit on and off and the monthly service fee allows that access. An applicable Performance Work Statement is attached for reference.

This notice is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.

Responses will not be considered as proposals or quotes.

No award will be made from this notice.

The Government will not be responsible for any cost incurred by the respondents to this notice.
