About this opportunity
The Military Sealift Command is seeking Original Equipment Manufacturer (OEM) propeller replacement parts for three T-AO 187 class vessels, specifically 192 blade bolts and 6 hub assemblies (3 left-hand and 3 right-hand). The agency intends to award a sole-source Firm-Fixed Price contract to Rolls Royce Marine North America, Inc., though they will consider capability statements or proposals from other responsible sources. Offerors must be OEM manufacturers, OEM authorized dealers, or Military Sealift Command Design Control Activity qualified vendors, and must submit a Small Business Subcontracting Plan with their offer. The solicitation will evaluate proposals based on technical acceptability and price reasonableness, with a proposal submission deadline of May 16, 2025, at 12:00 PM EST. The expected contract award date is September 1, 2025, with an anticipated contract delivery timeline of 465 days after contract execution.
The procurement is not set aside for small businesses and falls under NAICS category 333618 (Other Engine Equipment Manufacturing). The total contract value will be funded by FY25 United States Navy Working Capital Funds, with parts classified as L4 "critical equipment" where component failure could compromise ship hull integrity and mission capabilities. Delivery locations are specified as MSC W-143 Warehouse in Norfolk, Virginia, and MSC SSU BATS in San Diego, California. The government conducted a Sources Sought Notice on February 10, 2025, which identified Rolls Royce Marine North America as the only respondent capable of providing these proprietary Controllable Pitch Propeller (CPP) system components. The solicitation emphasizes the critical nature of these replacement parts for maintaining the operational readiness of naval vessels, specifically the USNS Lenthall, USNS Patuxent, and USNS Grumman.
