About this opportunity
Paragraph 1:
The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to enter into sole source negotiations and award an Indefinite-Delivery-Indefinite-Quantity (IDIQ) contract to the Boeing Company. The IDIQ will provide engineering and Integrated Logistics Support (ILS) for the Post Production Support (PPS) phase of the T-45 aircraft. This sole source contract is being pursued under the authority of 10 U.S.C. 2304 (c)(1) as the Government does not possess the necessary Technical Data Package (TDP) to perform these efforts without the original equipment manufacturer (OEM). Responses to this pre-solicitation notice are due by July 22, 2024.
Paragraph 2:
This contract opportunity does not have a set-aside designation. Boeing is the designer, developer, manufacturer, and sole supplier of the T-45 aircraft and its systems. The Government will consider all information received prior to the closing date, but a decision not to compete the proposed contract is at the discretion of the Government. There is no commitment to issue a solicitation or make an award, and no guarantee of any funds to be expended by interested parties prior to a contract award.
Notice text
The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD intends to enter into sole source negotiations and subsequently award an Indefinite-Delivery-Indefinite-Quantity (IDIQ) type contract to the Boeing Company. This IDIQ will provide the engineering and Integrated Logistics Support (ILS) support for the Post Production Support (PPS) phase of the T-45 aircraft.
This contract is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Boeing is the designer, developer, manufacturer, and supplier of the T-45 aircraft and its systems. The Government does not possess the necessary Technical Data Package (TDP) consisting of data in the design, engineering, and performance details of the aircraft needed to perform the engineering and logistics investigations or integration of design changes into the aircraft. Performance of these efforts by any source other than the OEM is not possible without the TDP. Therefore, Boeing, the sole T-45 Training System (T-45TS) manufacturer, is the only responsible source capable of performing the engineering and Integrated Logistics Support (ILS) support for the Post Production Support (PPS) phase for the T-45TS.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a delivery order for the effort mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. Responses shall be made in writing by E-mail to the attention of Allison Smith at allison.n.smith.civ@us.navy.mil and Kathleen Dougherty kathleen.c.dougherty.civ@us.navy.mil using the contract information provided in this synopsis. For information regarding subcontracting possibilities, please contact the Boeing Company’s representative, Michael Palazzola, who can be reached via email at Michael.T.Palazzola@boeing.com.
