About this opportunity

The New Hampshire Army National Guard's 157th Air Refueling Wing issued Special Notice SZCQ192156 on March 31, 2026, announcing its intent to award a sole-source contract for the repair and modernization of Building 156 at Peace Air National Guard Base in Newington, New Hampshire. The notice indicates that the Department of the Army intends to contract with Oak Point Associates (UEI: JY7EDGSXZ769) for comprehensive architecture and engineering services. This special notice was filed under the architectural services category (NAICS 541310) and represents a follow-on contract to previous work performed by the same firm. The sole-source procurement is justified under 10 U.S.C. Section 3204(a)(1) and Federal Acquisition Regulation 6.302-1(a)(2)(iii)(A) based on substantial duplication of costs to the government. The opportunity is posted until April 15, 2026, allowing for a 15-day protest period.

The project addresses extensive mechanical deficiencies in the simulator building by requiring a full retro-commissioning of all electrical and HVAC systems to bring them into compliance with current building codes. Key work includes testing and calibrating all system inputs and outputs, upgrading chilled water loop pumps to variable-speed models, replacing the computer room humidifier with a mist-free ultrasonic system, installing backup cooling for the critical computer room, implementing rodent exclusion measures, and modernizing the building's energy management control system with potential upgrade to Schneider Electric's Smart platform. Oak Point Associates was previously awarded contract W912TF19F5304 for initial Type A design services in 2018 and has completed approximately 35 percent of the design work, making them the logical continuation contractor to avoid duplicating efforts and costs. The government estimates that re-competing this work would result in approximately $27,000 in duplicative costs and extend the project schedule. While this is a sole-source award, the 15-day notice period provides an opportunity for any interested parties to file a protest or submit information regarding the justification.

Update #2 · Latest ·

The 157th Air Refueling Wing has a long-standing requirement to bring the electrical and HVAC systems in its simulator building up to code. To address the extensive mechanical deficiencies in Building 156, an architecture-engineering firm will undertake a comprehensive project beginning with a full retro-commission of the entire mechanical system. This initial phase involves testing every system input and output, calibrating all sensors for accuracy, and updating the operational sequences to comply with current building codes, which may differ from the original design intent. Upon completion, this retro-commission report, containing recommendations for optimization, will be delivered to the Base Civil Engineer. Following this analysis, the design phase will commence, focusing on critical upgrades such as upgrading the chilled water loop pumps to modern variable speed models, and replacing the computer room's problematic mist humidifier with a superior mist-free ultrasonic system. The design will also incorporate a new backup cooling system for the critical computer room, a permanent solution to prevent rodents from infesting the pad-mounted HVAC unit, and a significant modification of the building's energy management control system to support the new equipment, which includes researching the cost-effectiveness of a full upgrade to Schneider Electric's "Smart" platform. This work was previously contracted to Oak Point Associates under contract number W912TF19F5304 for Type A services but was not extended to a full Type A and B design due to funding limitations at the time.  Consequently, the Government intends to award another contract to Oak Point Associates on a sole source basis, as a logical follow on.

A sole source justification was signed using the authority of 10 United States Code 3204(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii)(A), Substantial Duplication of cost to the Government that is not expected to be recovered through competition. That justification recommends a sole source award to the Designer of Record: Oak Point Associates (UEI: JY7EDGSXZ769) at 231 Main Street, Biddeford, Maine 04005. A copy of the justification is attached to this posting.
