The Army Contracting Command- Aberdeen Proving Ground (ACC-APG) is issuing this Special Notice to provide the updated strategy and contracting intent for this procurement that has been previously synopsized under the sources sought number, W91CRB-18-R-SETA.


ACC-APG will be contracting for the PEO Soldier SETA requirements through the placement of task orders against the Responsive Strategic Sourcing for Services (RS3) contract in lieu of writing a separate agency multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract. It is anticipated that a Request For Information (RFI) will be issued to current RS3 contractors in April 2018 to determine interest and vendor capability for the first task order competition.


Offerors who are not currently on the RS3 contract, but are interested in proposing on future PEO Soldier requirements, are encouraged to seek opportunities to on-ramp to that contract vehicle for future phases of RS3 awards. The next phase of RS3 awards is scheduled for October 2018. We do not anticipate an industry day for PEO Soldier task orders.


Offerors are asked to direct any questions to ACC-APG and not to PEO Soldier. The POC for all questions pertaining to this requirement is Ms. Kelly Doolittle at Kelly.l.doolittle.civ@mail.mil. Any questions shall be submitted via email and not telephonically.

The information submitted by industry in response to this notice is for planning purposes only and is not to be construed as a commitment by the Government to procure any items/services, or for the Government to pay for the information received. ACC-APG, in support of Program Executive Office (PEO) Soldier is seeking information from industry regarding available Systems Engineering and Technical Assistance (SETA) support capabilities. BACKGROUND: Since its inception in 2002, PEO Soldier has provided U.S. Soldiers with capabilities to ensure they remain decisive and dominant through the full spectrum of military actions. Ensuring that Soldiers have the most advanced equipment, from protective equipment such as helmets and body armor, to weapons, power solutions and sensors and lasers, means keeping ahead of scientific and engineering innovation. To accomplish the mission, PEO Soldier relies heavily on talented SETA support contractors to assist the military and civilian workforce in providing the best products available.


SETA SERVICE SCOPE: PEO Soldier seeks the continuity of these critical SETA services to include logistics and fielding services to enable successful completion of its mission for the Warfighter. The services required under this effort are diverse, require agile and rapid response to seamlessly accomplish all the support tasks required for Headquarters (HQs) staff and three (3) project management (PM) offices located at Fort Belvoir, VA as well as numerous other locations. This RFI is intended to solicit information on vendor capability to obtain and retain approximately four hundred (400) qualified full-time equivalent (FTE) support contractors per year in support of this requirement.


DRAFT REQUIREMENTS: This is a follow-on procurement for both SETA and logistics and fielding services to support PEO Soldier headquarters and three (3) of its subordinate PMs: Project Manager Soldier Sensors and Lasers (PM SSL), Project Manager Soldier Protection and Individual Equipment (PM SPIE), and Project Manager Soldier Warrior (PM SWAR), located at Fort Belvoir, VA. The support required under this effort includes engineering, quality assurance and test support, acquisition support, business management support, logistics and fielding support, operations support, and administrative support. The support areas include, but are not limited to tasks for program management, planning studies and capabilities development, liaison and operations support, engineering and logistics support, new equipment training, system test and product fielding support, acquisition and contracting support, studies and analysis and quick response support. The vendor shall provide expertise for all phases of the system life cycle management to PEO Soldier products. This includes support in response to the deployment of PEO Soldier assets in response to military requirements worldwide.


SUBMISSION INSTRUCTIONS: Responses shall include the following information:


1) Vendor Name, Street Address, Points of Contract(s) (to include name, email and phone number).


2) Vendor CAGE code and applicable NAICS code(s).


3) Capability Statement to include: Technical capability to meet the Government's requirement in its entirety (e.g. providing fully qualified personnel for all services required in a timely manner). Vendor's statement at a minimum shall include experience of management, key personnel, organizational history on meeting this or similar requirements and corporate acumen in managing multiple government contracts of the same or similar nature. The capability statement must be presented in sufficient detail for the Government to determine that your company possesses the necessary mission area expertise and personnel level experience. Response must indicate an ability to fill approximately four hundred (400) positions within sixty (60) days of contract award with qualified expertise to fulfill all required services/tasks indicated in the attached draft Performance Work Statement (PWS).


4) Estimate of the maximum percentage of the overall requirement (all positions) which your organization could perform with in-house resources. Consider the language at FAR Clause 52.219-14(c) - Limitations on Subcontracting in your response.


5) Vendor shall identify their business size status (e.g. Large or Small Business). If a Small Business, the vendor shall also specify any socioeconomic category other than small business (e.g. Woman-Owned Small Business (WOSB), Veteran-Owned Service-Disabled (VOSDSB) etc.).


6) Indicate the vendor's level of participation in meeting this potential requirement. Would you participate at either the Prime or Subcontractor-level?


7) Vendor shall provide an additional statement advising the Government if their service is available commercially, available to the general public, and/or non-governmental agencies.


8) Information on the vendor's past performance on recent and relevant contracts similar in size and scope within the last five (5) years detailing the agency, award date, contract number and contract amount. Provide a brief description of the services provided under the relevant contracts listed.


SUBMISSION FORMAT: Written response (PDF or Word document) shall not exceed ten (10) pages.
