About this opportunity

The Department of Homeland Security Office of Procurement Operations has awarded a task order modification to ManTech SRS Technologies, Inc. on a sole-source basis for a five-month extension of Systems Engineering and Technical Assistance (SETA) support to the Science and Technology Directorate's Office of Science and Engineering, Systems Engineering and Standards Division, with performance from June 19, 2026 through November 30, 2026.

The justification cites ManTech as the only responsible source based on its unique institutional knowledge, established stakeholder relationships, and the impracticality of assembling a competing contractor team within the required timeframe. The extension prevents service gaps while the agency completes market research and competitive acquisition planning for a full recompete, which is anticipated to conclude by November 2026. Government shutdowns between October 2025 and April 2026 significantly delayed the planned recompete schedule. The modification extends the existing task order 70RSAT23FR0000019 under IDIQ contract 70RSAT19D00000002 and uses hybrid Firm Fixed Price and Time and Material contract types, funded with FY25 two-year Operations and Support funds. ManTech's team provides specialized systems engineering support across 12 task areas, including program business office management, policy development, acquisition program assessment, human systems integration, standards development, and technical editing, with domain expertise in cybersecurity, artificial intelligence, shipbuilding, chemical and biological detection, biometrics, and counter-unmanned aerial systems. The statutory authority cited is 41 U.S.C. 3304(a)(1) and FAR Class Deviation 25-11.

Notice text

This requirement is a modification to an existing Department of Homeland Security Science and Technology Directorate (DHS S&T) task order for Office of Science and Engineering (OSE) Systems Engineering and Standards (SES) Division Systems Engineering and Technical Assistance (SETA) support. The task-order supports SES's matrixed Systems Engineering (SE) support to Research and Development (R&D) and Acquisition Programs (including Human Systems Integration (HSI), Standards and Enterprise Architecture (EA) support), and key Department wide support functions. The program is currently planning a recompete of its support needs and extension of the current support will prevent a gap in service while the requirement is finalized and acquisition planning, solicitation, and award of the recompete is completed.
This modification procures additional work within scope and extends the period of performance on 70RSAT23FR0000019 without considering other awardees pursuant to RFO FAR 6.103-1 (FAR Class Deviation 25-11).

Awarded contract 70RSAT19D00000002 to unknown vendor for unknown amount on 2026-06-17.
