About this opportunity
This solicitation seeks system security engineering services for sustainment of the NP2000 Propeller System and Electronic Propeller Control System operated on C-130H aircraft by the United States Air Force. Required services include engineering studies, documentation, testing, integration and delivery of artifacts aligned with program protection implementation plans. Risk assessments and mitigation strategies must address vulnerabilities, supply chain threats, and cyber risks across the lifecycles of the propeller systems. The Air Force Materiel Command intends to sole source award a one-year contract to Hamilton Sundstrand Corporation as the only responsible source able to meet requirements.
No set-aside designation was used. The primary NAICS code is 541511 and PSC code R425. Hamilton Sundstrand Corporation is the incumbent contractor for these systems, with performance taking place in Windsor Locks, Connecticut. The government will negotiate a fair and reasonable price in accordance with FAR 15 and 6.302 for this single-award, one-year basic contract valued up to $5 million. Proposals were due by July 13, 2020 to the Air Force Materiel Command Lifecycle Management Center in Robins, Georgia.

This effort is required for sustainment support of the NP2000 Propeller System and Electronic Propeller Control System (EPCS). This effort is to support DoD aircraft with NP2000 and EPCS operated and maintained by United States Air Force. The scope of the work shall include, but is not limited to:
· Conduct engineering services to study, generate, document, test, integrate and deliver artifacts that are in-line with their Program Protection Implementation Plan. (EPCS & NP2000 SSE Services CDRL A001 PPIP)
· Review and analyze Cybersecurity requirements that are in compliance with statutory/regulatory requirements set in the work-statement.
· Provide risk assessment/mitigation to services, design vulnerability, supply chain compromise, cyber or advance persistent threats, in the system's life cycle.
In addition the documents will be used for airworthiness and cyber compliance as artifacts for the Configuration Control Board to support the C-130H models. Those same artifacts will assure program protection for, technology, components and information as it will protect the warfighting capability throughout the lifecycle of the NP2000 and EPCS systems.
The Government intends to solicit and negotiate a fair and reasonable price in accordance with FAR 15 and FAR 6.302. This requirement will be sole source to Hamilton Sundstrand Corporation, 1 Hamilton Road Mailstop 2-M-1-A Windsor Locks, CT 06096-1000, CAGE Code 73030, under authority 10 USC 2304(C)(1), as implemented by FAR 6.302-1. Only one Responsible Source and No other Supplies or services will satisfy Agency Requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This is a one year basic contract with no options.
