About this opportunity

The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Coastal and Hydraulics Laboratory (ERDC-CHL) intends to award a sole source contract to Motion Industries for the procurement of motion control calibration, absolute encoders, and related services for the Military Modular Tilt Flume system. The enhancements will improve the robustness, safety, and interoperability of the system, which is used to install high-priority physical models for gravity flow impact studies. The contract will also cover the wiring of the encoders to the Programmable Logic Controller (PLC), control techniques, calibration, and start-up services for the system.

Products and Services:

  1. Motion control calibration for the Military Modular Tilt Flume system.
  2. Absolute encoders for the Military Modular Tilt Flume system.
  3. Wiring of the encoders to the Programmable Logic Controller (PLC).
  4. Control techniques for the Military Modular Tilt Flume system.
  5. Calibration and start-up services for the Military Modular Tilt Flume system.

Notice text

United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Coastal and Hydraulics Laboratory (ERDC-CHL) has an existing a large tilt table to install high-priority physical models as part of preparedness to determine the impact of gravity flows in various scenarios.  ERDC CHL has a requirement to procure motion control portion of the calibration to add robustness as well as the added safety of more absolute encoders to provide for a robust system for the Military Modular Tilt Flume during movement. ERDC-CHL intends to award a purchase order on a sole source basis to Motion Industries in accordance with FAR 13.106-1(b)(1).

This particular enhancement package is critical to the current Military Modular Tilt Flume. These enhancements will allow interoperability with the current Military Modular Tilt Flume which is unique and highly specialized. The wiring of the encoders to the Programmable Logic Controller (PLC), control techniques, calibration and start-up services for the system require proper coding to ensure operation of the tilt system. This is unique to the Military Modular Tilt Flume System, and it is a highly specialized acquisition requiring specialized interoperable components and specific knowledge. This vendor provides the only components which have the array for connection to the current Military Modular Tilt Flume control module system without causing failure of the system.

Due to these reasons Motion Industries is the sole source for this procurement.
