About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center intends to award the System of systems Technology Integration Tool Chain for Heterogeneous Electronic Systems (STITCHES) as a sole-source follow-on to Lockheed Martin Corporation under Other than Full and Open competition, and this Sources Sought notice closes November 14, 2026. The source states that no set-aside is used. The Government cites 13+ years of Lockheed Martin R&D on the effort, substantial duplication of cost, and unacceptable delays as the basis, and it will post the Justification and Approval per FAR 6.301. This notice is for market research only, is not a solicitation, and does not commit the Government to a future solicitation.
Work extends STITCHES functionality, usability, performance, and operational maturity for rapid message- and datagram-level integration of disparate systems. Scope covers advanced technology development, operational system development (including Minimum Viable Products and ground and flight testing), and software delivery within 24 months as source and object code with documentation. The source recommends MIT licensing for released artifacts.
Place of performance includes AFLCMC/HNJJ at Hanscom AFB, Massachusetts; CAOC-X at Langley AFB, Virginia; designated contractor facilities; and other government-designated exercise locations. Work spans Unclassified through TS/SCI, and the Attachment 1 summary mandates TOP SECRET collateral level facilities and personnel clearances. Work involves SIPR and JWICS, including SIC/SGN, and requires Authorization to Operate compliance with NIST SP 800-53 Rev 5 and NIST SP 800-171.
Responses are voluntary and limited to a capabilities statement of no more than 2 pages, submitted with Attachment 2 - Q_A, no later than November 14, 2026. Responses must exclude proprietary, CUI, and classified information. Submissions will be reviewed by military personnel, Government civilians, and embedded AFLCMC/HNJJ EPASS A&AS contractors. The Government will not reimburse response costs.
Notice text
The Government is issuing this Sources Sought in accordance with (IAW) DFARS PGI 206.103-170 and intends to award this sole source action to Lockheed Martin Corporation. The Government has determined this contract will be awarded as Other than Full and Open competition as it is a follow-on to highly specialized research and development work that has been accomplished by Lockheed Martin Corporation over the course of 13+ years, the Government anticipates it would be a substantial duplication of cost not recoverable through competition, and it would result in substantially unacceptable delays to critical capabilities. The Government will post the Justification and Approval document IAW FAR 6.301.
The requirement is detailed fully in Attachment 1 - Summary to this Sources Sought Notice. This notice includes Attachment 2 – Q_A, which should be submitted with any response to this notice.
If your company is interested in replying to this notice with a capabilities statement, please provide no more than 2 pages NLT than the due date indicated in the notice. Please also submit Attachment 2 - Q_A completed with your company information. Do NOT include proprietary, CUI, or any classified information. Any response submitted constitutes consent for the submission to be reviewed by military personnel, Government civilians, and embedded AFLCMC/HNJJ Engineering, Professional, and Administrative Support Services (EPASS) Advisory and Assistance Services (A&AS) contractors.
The Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding will be solely at the interested party’s expense. This Sources Sought Notice is for Market Research and Synopsis purposes only, as defined in FAR parts 10 and 5, respectively, and any response is voluntary.
