About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 10 issued an intent to sole source Sysmex XN-L CHECK quality control kits (Material No. 213569, 12 x 3.0 mL, three levels) to Sysmex, with a comment period closing August 24, 2026. This is a brand-name, unrestricted procurement under simplified acquisition procedures, not subject to any small business set-aside.
The Cleveland Veterans Affairs Medical Center Network Contracting Office is procuring eight units annually of Sysmex quality control material for the existing Sysmex XN-450 hematology analyzer at the VA Kent Imaging and Infusion Center. The contracting officer determined that Sysmex XN-L CHECK is the only quality control material authorized by the original equipment manufacturer for use with the XN-L Series analyzers and is necessary to maintain compatibility and integration with BeyondCare Quality Manager and IQAP peer-group comparison software. Market research conducted August 13, 2026 queried GSA Advantage, FPDS-NG, DLA, and SBA Small Business Search; alternative products from Agilent Technologies, Inorganic Ventures, and ZeptoMetrix were identified but determined incompatible with the existing analyzer. No certified Service-Disabled Veteran-Owned Small Business or Veteran-Owned Small Business sources capable of supplying the material were found. The Nonmanufacturer Rule applies under NAICS 334516 with an SBA waiver. Required delivery is 30 days after receipt of order. Contracting Officer Rachelle J. Hamer certified the justification on August 17, 2026.
