About this opportunity
The U.S. Army Corps of Engineers Northwestern Division is procuring Architect-Engineer services through a Multiple Award Task Order Contract (MATOC) to support studies, analysis, and design services for military and civil projects. The procurement follows the Brooks Architect-Engineer Act and will award up to five indefinite delivery contracts with a five-year performance period and an optional six-month extension. Contractors must demonstrate specialized experience in horizontal and vertical facility design, construction support services, master planning, sustainable design, advanced modeling practices, and familiarity with USACE design guidance and SpecsIntact software. Selection will be based on specialized experience, professional qualifications, past performance, capacity, and knowledge of locality. Proposals using Standard Form 330 (limited to 75 pages) are due by 2:00 p.m. Central Time on August 21, 2025, with contract awards anticipated by February 2026.
This is an unrestricted competition with no set-aside designation, open to both small and large businesses under NAICS code 541330 (Engineering Services) with a small business size standard of $25.5 million in average annual gross receipts. The contracts will have a combined shared capacity of $200 million, with individual task orders anticipated to range from $250,000 to $25 million. The government intends to award five contracts that will serve the Northwestern Division's geographical area, supporting various military bases and federal installations. Large businesses selected for award will be required to submit a detailed subcontracting plan during contract negotiations. Task orders will be issued using negotiated firm-fixed pricing, with all MATOC holders notified of each task order requirement through the Task Order Requirement Notice (TORN) procedures.
