About this opportunity

The Department of Homeland Security Office of Procurement Operations is seeking to procure Protective Security Officer (PSO) services for the Southern New Jersey Area through a sole source extension of the existing contract 70RFP319DE3000001. The procurement covers security guards and patrol services across Southern New Jersey, excluding Essex, Hudson, Middlesex, Monmouth, Morris, Passaic, and Union counties. The Government intends to award this extension on a sole source basis under the authority of 41 U.S.C. 3304(a)(1) and FAR 6.302-1, determining that only one responsible source can satisfy agency requirements. No competitive proposals will be solicited, and a Request for Proposals will not be made available. The Pre-Solicitation Notice was posted on October 22, 2025, with a due date of October 24, 2025, providing potential respondents with a two-day window to submit any inquiries or relevant information.

The current contract holder is CDA, Inc., doing business as MaxSent, located at 185 Admiral Cochrane Drive Suite 220 in Annapolis, Maryland, which will be the sole source recipient of this extension award. This procurement carries no small business set-aside designation. The extension will provide PSO services for a two-month period of performance from December 1, 2025, through January 31, 2026, allowing the Government time to award and transition to a follow-on contract effort. The services fall under NAICS code 561612 (Security Guards and Patrol Services) with a small business size standard of $29 million. A Justification for Other Than Full and Open Competition will be posted to Sam.gov following the award, documenting the rationale for the sole source procurement approach.
