About this opportunity

The Defense Threat Reduction Agency (DTRA) has published a Special Notice announcing its intent to issue a sole source modification to existing contract HDTRA1-21-C-0042 held by ARServices, Limited. This notice is not a competitive solicitation but rather an advance notification of a planned two-year performance extension consisting of one 12-month base period and two 6-month option periods. The modification falls under the statutory authority of 10 U.S.C. 3204(a)(1) and Federal Acquisition Regulation 6.302-1(a)(2)(iii)(B), citing that only one responsible source can satisfy the agency's requirements. The contract involves Advisory and Assistance Services (A&AS) support focused on Chemical, Biological, Radiological, Nuclear, and High-Yield Explosives (CBRNE) spectrum activities. The notice is set aside for total small business participation and was posted on August 14, 2025.

The purpose of the proposed extension is to provide continuity for essential advisory services supporting DTRA's planning, programming, budgeting, and execution of projects across CBRNE domains in support of Countering Weapons of Mass Destruction (CWMD) and Countering Emerging Threats (CET) missions. Interested vendors may submit capability statements demonstrating their ability to provide the requested services by the September 29, 2025 deadline via email to the designated contracting officers. All responsible sources are eligible to submit responses, though the government reserves sole discretion to determine whether to compete the contract based on received submissions. Vendors must appropriately mark any proprietary information in their submissions, will not be reimbursed for provided information, and capability briefings will not be conducted. The government will consider all capability statements before making the intended award decision to the incumbent contractor.
