About this opportunity
The Defense Threat Reduction Agency (DTRA) has published a Special Notice announcing its intent to issue a sole source modification to an existing contract held by Systems Planning and Analysis, Inc. This notice pertains to contract HDTRA1-21-C-0054 and represents a two-year performance extension consisting of one 12-month base effort and two 6-month option periods. The modification is being pursued under the statutory authority of 10 U.S.C. 3204(a)(1) and Federal Acquisition Regulation 6.302-1(a)(2)(iii)(B), which allows for sole source procurement when only one responsible source can satisfy agency requirements. DTRA emphasizes that this is not a request for competitive quotes or proposals, but rather a notification of their intended action. The contract falls under NAICS code 541715 for Research and Development in the Physical, Engineering, and Life Sciences.
The purpose of this contract extension is to provide continuity for essential Advisory and Assistance Services (A&AS) support, specifically delivering Scientific and Technical Subject Matter Expertise across the Chemical, Biological, Radiological, Nuclear, and High-Yield Explosives (CBRNE) spectrum. The services will support DTRA's Countering Weapons of Mass Destruction (CWMD) and Countering Emerging Threats (CET) missions and objectives, including policy expertise for Research and Development activities. While DTRA intends to proceed with the sole source modification, they have provided an opportunity for other responsible sources to submit capability statements demonstrating their ability to provide the requested services by September 29, 2025. Interested vendors must respond via email to sherry.l.saurage.civ@mail.mil with a copy to mary.k.chase2.civ@mail.mil, and are responsible for marking any proprietary information appropriately. The government retains sole discretion in determining whether to compete this contract based on responses received, and will not reimburse vendors for submitted information or provide capability briefings.
