About this opportunity

The Department of Energy's National Energy Technology Laboratory (NETL) has issued a Special Notice announcing its intent to increase the ceiling on the Mission Execution Support Services Contract with KBC Energy Solutions, LLC by $150 million. This single source modification pertains to contract 89243323CFE000074, which supports NETL's program and project planning, execution, evaluation, and process assessments across their facilities in Morgantown, WV, Pittsburgh, PA, and Albany, OR. The contract encompasses a broad range of mission-critical services including technical writing, graphic design, meeting planning and facilitation, technical proposal review, peer review support, road-mapping, project portfolio assessments, data management, process improvement, and National Environmental Policy Act (NEPA) support. NETL has determined that KBC Energy Solutions, LLC is the only source capable of providing the unique combination of services required for this contract. The notice is set aside for total small business participation and falls under NAICS code 541330 for Engineering Services.

The primary objective of this Special Notice is to inform the contracting community of NETL's planned ceiling increase to prevent interruption of mission-critical support services. Without this modification, the current contract ceiling would be insufficient to enable the contractor to maintain full operations during the base period or any exercised option periods, potentially forcing NETL to suspend major mission support activities until a new or substantially modified contract could be established. Interested parties must contact Contract Specialist Stefanie Page at Stefanie.Page@netl.doe.gov with the subject line "Interest in ME Synopsis" by the July 22, 2025 deadline. Contractors responding to this notice must provide their business name, Unique Entity Identifier (UEI), address, and a concise one-page capability statement demonstrating their qualifications to support NETL's mission execution requirements. This notice serves as the required public announcement under FAR Part 5.2 for the proposed contract action and will remain posted until the specified deadline.

Notice text

The U.S. Department of Energy, National Energy Technology Laboratory, located in Morgantown, WV, Pittsburgh, PA, and Albany, OR, intends to issue a single source modification to increase the ceiling on the Mission Execution (ME) Support Services Contract 89243323CFE000074 with KBC Energy Solutions, LLC.

The contract supports NETL’s program/project planning, execution, evaluation, and process assessments as well as key processes that support these functions. Mission Execution scope includes, but is not limited to, technical writing, graphic design support, meeting planning and facilitation, technical proposal review, peer review planning and logistical support, road-mapping, project portfolio and program assessments, data management and process improvement, and National Environmental Policy Act (NEPA) support.

The proposed contract ceiling increase of $150M will allow ME support to continue at NETL uninterrupted. If the contract ceiling increase does not occur, the ME ceiling is insufficient to enable the Contractor to continue full operations for the base period of performance or full performance under the option period, if exercised, and could require NETL to suspend major mission support under the contract work activities until a new or substantially modified contract is put in place. KBC Energy Solutions, LLC., is the only source capable of providing the unique mix of requisite services.

This synopsis is issued as required per FAR Part 5.2 on the proposed contract action and will be posted until July 22, 2025. You may contact Stefanie Page, Contract Specialist, via email at Stefanie.Page@netl.doe.gov with an email titled “Interest in ME Synopsis”. Please provide your business name, UEI, address and a short (1 page) capability statement.
