The contract pertains to furnishing approximately 20,000 square feet of a Sensitive Compartmentalized Information Facility (SCIF) within the Flight Test Engineering Laboratory (FTEL), Building 2710. This procurement represents phase II of the FTEL outfitting, with the goal of creating a fully functional workspace supporting critical national security missions. The contract will be a Firm-Fixed Price (FFP) award under NAICS code 337214, with a size standard of 1,100 employees. The notice was published on May 7, 2025, with a response deadline of May 12, 2025.
The primary objective of this Special Notice is to notify industry of the USAF's intent to award a contract to SLM Contract Furniture Inc. as the sole authorized dealer for Affordable Interior Systems (AIS) furniture at Edwards AFB. The procurement is being conducted as a sole source award under specific statutory authorities, including 10 U.S.C. 3204(a)(5) and FAR 6.302-5(b)(6), which allow limiting competition to a specific socioeconomic business source. Eligibility is limited to SDVOSB vendors, with a specific focus on maintaining design continuity and ensuring 100% compatibility with existing furniture in the FTEL's east wing. The government emphasizes that this notice is not a formal solicitation and does not constitute a commitment to procurement action. Interested parties should direct any questions to 1st Lt Austen Siegler at (512) 809-6569 or austen.siegler.1@us.af.mil, with the understanding that the final determination of competition rests solely with the government.

Air Force Test Center has a requirement to finish furnishing the approximately 20,000-square-foot Sensitive Compartmentalized Information Facility (SCIF) within the Flight Test Engineering Laboratory (FTEL), Building 2710, at Edwards Air Force Base. This is phase II and finalizes the FTEL outfitting, creating a fully functional and aesthetically cohesive workspace supporting critical national security missions.
To maintain design continuity and seamless integration, all modular furniture within the SCIF must be fully compatible with the existing Affordable Interior Systems (AIS) furniture installed in the FTEL's east wing (previously furnished by SLM Contract Furniture, Inc.). Leveraging the Air Force Office Workplace Furniture (OWF) Program contract and an authorized AIS dealer is mandatory to ensure this 100% compatibility and streamline procurement and installation.
SLM is the sole AIS dealer authorized to furnish Edwards AFB. Therefore, no other vendor is contractually permitted to supply or install the required AIS systems within the base.

- As implemented by FAR 6.302-5(b)(6), which allows contracting without full and open competition when a statute authorizes contracting with specific small business concerns, including (SDVOSBs), under the authority of 15 U.S.C. 657f;
- And in accordance with the procedures outlined in FAR Subpart 19.14, which governs SDVOSB sole source awards.
This is a Synopsis of Contract Action; thus, this document does NOT constitute a Request for Quote, Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZZF will take procurement action in this matter. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
