About this opportunity
The Air Force Test Center (AFTC), Directorate of Contracting at Edwards Air Force Base has issued a Special Notice announcing its intent to award a sole-source contract to The MathWorks, Inc. for the annual maintenance renewal of MATLAB software licenses. This Notice of Intent to Award is posted on December 15, 2025, with a three-day response period closing on December 18, 2025. The acquisition covers proprietary MATLAB software maintenance and renewal services for license number 30968726, which supports the 412th Test Wing's mission-critical operations. The Department of the Air Force has classified this procurement under simplified commercial procedures, with authority granted under Federal Acquisition Regulation 13.106-1(b)(1) for single-source acquisitions when only one vendor is reasonably available.
The primary objective of this procurement is to maintain continuity of the 412th Test Wing's flight test mission capabilities by renewing annual MATLAB software licenses and associated toolboxes for the period of January 1, 2026 through December 31, 2026. The government's market research and justification documentation demonstrate that The MathWorks, Inc. is the only qualified source, as MATLAB is proprietary software exclusively developed, owned, and maintained by the company, and migration to alternative platforms would require complete redevelopment of mission-critical engineering code and cause unacceptable delays to national defense operations. This is a firm-fixed-price purchase order with no set-aside provisions, and no competitive responses are being solicited due to the sole-source determination. The license portfolio includes 30 MATLAB licenses, 3 Simulink licenses, and multiple specialized toolboxes covering aerospace, control systems, signal processing, and machine learning applications necessary for the wing's advanced technical computing requirements.

Action: Notice of Intent to Award a Sole Source Contract
Classification Code: 7A21 – IT and Telecom – Business Application Software (Perpetual License Software)
NAICS Code: 541519 – Other Computer Related Services
Subject: Sole Source Requirement for MATLAB Software Maintenance Renewal
Proposed Solicitation Number: F1S0AW5325AC
1. Synopsis of Contract Action
The Air Force Test Center (AFTC), Directorate of Contracting (PZZF), Edwards Air Force Base, California, announces its intent to award a firm-fixed-price purchase order on a sole-source basis to The MathWorks, Inc., CAGE: 0C524, located at 3 Apple Hill Drive, Natick, MA 01760.
This acquisition is for the annual maintenance renewal of proprietary MATLAB software license 30968726 used across the 412th Test Wing. The period of performance is 01 January 2026 through 31 December 2026.
2. Authority and Justification
This action is processed under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1), which authorizes soliciting from a single source when the contracting officer determines that only one source is reasonably available.
The Government’s market research concludes that The MathWorks, Inc. is the only source capable of meeting this requirement. MATLAB is proprietary software developed, owned, and maintained exclusively by The MathWorks, Inc. The firm reserves the sole right to sell and distribute its software maintenance and service renewals. No other vendor or reseller is authorized to provide these services.
An award to any other source would result in substantial duplication of costs and unacceptable delays. Government analysis determined that migrating to an alternative software platform would require the complete redevelopment of mission-critical engineering data analysis code. Such an effort would introduce severe and unacceptable disruptions to critical national defense flight test missions at the Air Force Test Center.
