About this opportunity

The Department of the Air Force Materiel Command Test Center, specifically the Air Force Test Center (AFTC) at Edwards AFB, California, has published a Special Notice regarding a sole-source contract award to EMC Corporation for the Instrumentation Configuration, Management, Support and Development III (ICMSD III) program. This notice announces the government's intent to award a firm-fixed price, indefinite delivery/indefinite quantity contract valued at approximately $984.3 million over 10 years to support instrumentation systems including ILIAD, CHEETAS, and SAFARI platforms. The contract represents a follow-on to the previous FA930419D0001 agreement and is classified under NAICS code 541512 (Computer Systems Design Services) with a small business size standard of $34 million. The acquisition is being conducted under the authority of 10 USC 2304(c)(1) and FAR 6.302-1(a)(2)(ii), which permits other than full and open competition based on an approved sole source justification.

The primary objective of this Special Notice is to modernize legacy test data acquisition and analysis systems while creating a government-owned, sustainable data ecosystem that enables interoperability across Department of Defense test ranges. Contractors have until October 10, 2025, to submit capability statements, proposals, or quotations for consideration, though this notice explicitly states it is not a Request for Proposal and does not constitute a government commitment. The contract award is anticipated on or before February 1, 2026, and will support major weapon system acquisition programs through engineering services and ancillary supplies. While structured as a sole-source procurement to EMC Corporation due to their unique qualifications and experience with existing systems, the government has indicated that all responsible sources may submit responses. The initiative aims to reduce vendor lock-in and foster innovation through an open-source modular design approach while supporting the deployment of Test Enterprise Data Centers across the DoD testing enterprise.
