About this opportunity

The Naval Supply Systems Command (NAVSUP) Weapons Systems Support (WSS) is seeking eligible contractors to evaluate, repair, and/or modify steam turbine components, specifically targeting NIIN 014106696. This pre-solicitation notice indicates the government's intent to sole source the contract under the authority of FAR 6.103-1, meaning only one contractor will be selected rather than conducting a competitive bidding process. The government has stated it does not possess or cannot provide the necessary data to perform the required repairs or manufacture of the item in-house. All responsible sources are invited to submit capability statements demonstrating their capacity to perform the work. The response deadline for this notice of intent is May 4, 2026, which is 15 days after the April 17, 2026 publication date; however, this is not a formal request for competitive proposals, and the government reserves discretionary authority to determine whether to proceed with the sole source approach based on responses received.

No small business set-asides or other preferential designations are associated with this procurement opportunity. The notice does not specify a contract value, award amount, or detailed timeline for service completion. However, prospective contractors should note that if they are not currently an approved NAVSUP-WSS source, they must submit source approval documentation along with their capability statement, as detailed in the NAVSUP-WSS Source Approval Information Brochure for Repair available on the Naval Supply Systems Command website. The government has indicated it will not delay contract award pending source approval processing, as the approval timeline typically prevents such delays. Interested contractors should direct inquiries to Contract Specialist Kevin Bilous at kevin.c.bilous.civ@us.navy.mil to obtain additional information and submit their responses.
