About this opportunity

The Defense Logistics Agency (DLA) Aviation Philadelphia is preparing to award a performance-based contract for KC-46 Pegasus aircraft consumables, supporting a comprehensive supply chain management effort. The contract will provide support for 16,069 National Item Identification Numbers (NIINs)/items critical to aircraft maintenance and operations. DLA Aviation intends to award this contract as a subsumable against the existing Boeing Captains of Industry (BCOI) contract, specifically utilizing FAR 6.302-1 authority for a sole-source procurement. The anticipated contract performance period will span from October 8, 2025, through October 7, 2035, with a 3-year base period and additional option periods. While specific evaluation criteria are not explicitly detailed in the pre-solicitation notice, the contract will focus on wholesale supply support, depot-level consumable support, material management, and sustaining engineering for the KC-46 and related Boeing aviation platforms.

The procurement has no specific set-aside designations and will be awarded directly to The Boeing Company (cage code 0PXV4) located in Saint Louis, MO. The contract will be managed under the BCOI contract SPRPA122D001U and will cover consumable parts for multiple aircraft including the KC-46, AV-8B, C-17, CH-37, F/A-18, F-15, KC-135, B-52, B-1, E-3, AGM-84/86, and P-8 platforms. Though precise award values are not specified, the contract encompasses a substantial market basket of approximately 380 initial NIINs with potential expansion to the full 16,069 consumable items. The procurement timeline indicates a pre-solicitation notice posted on March 22, 2024, with a final due date of February 15, 2025, suggesting a comprehensive and structured procurement process. The attached market basket spreadsheet provides detailed insights into the specific consumable parts and components that will be included in this strategic supply chain management contract.
