Added: October 5, 2007 Modified: December 20, 2007Track Changes The United States Army Research Development and Engineering Command (USA RDECOM) Acquisition Center intends to award a contract for the Joint Program Manager for Nuclear Biological and Chemical Contamination Avoidance (JPM NBC CA) requirement for a J oint Nuclear Biological Chemical Reconnaissance System Increment 2 (JNBCRS 2). The JNBCRS 2 is for use throughout the U.S. Army, U.S. Air Force, U.S. Marine Corps and U.S. Navy to provide the ability for dismounted Chemical Biological Radiological Nuclear (CBRN) reconnaissance and surveillance and sensitive site assessment operations. The JNBCRS 2 requirement is for a Systems Integrator to design the interfaces and package, integrate, test, train, field, and sustain the CBRN set of mission specific kits in to a modular, transportable container. The CBRN Sets, Kits and Outfits (SKOs) include hand held Detection and Identification Equipment, Individual Protection Equipment, Decontamination Equipment and Marking, Sampling, and Reporting Equipment. The NAICS c ode for this procurement is 334516 with the corresponding small business standard of 500 employees. The acquisition will be awarded as a single contract for the JNBCRS 2 System Engineering, Analysis and Integration efforts on a Cost-Plus-Fixed-Fee (CPFF) basis, with options for Low Rate Initial Production (LRIP) and Pre-Planned Product Improvement (P3I) Program on a Cost-Plus-Incentive-Fee (CPIF) basis, and options for Full Rate Production (FRP) on a Fixed-Price-Incentive (Successive Target) basis. The an ticipated period of performance is 24 months for the base contract, 12 months for the first option (LRIP), 36 months for the second option (P3I), and 60 months for the third and fourth options (FRP). The total period of performance is estimated to be 84 m onths for the entire effort, if all options are exercised. The solicitation will be issued on a full and open competitive basis. All responsible sources may submit a proposal, which will be considered by the Government. The anticipated release date of the Request for Proposal (RFP) is on or about 22 January 2008. Solicitation number W911SR-08-R-0001 is the number assigned for this effort. This will be the controlling document for preparation and submission of proposals. No hard copy of this solicitat ion will be issued. Amendments, if any, will be posted at the same location as this RFP. It is the responsibility of those respondents to obtain all amendments and applicable documents. The US RDECOM-AC has established a page on the Interactive Business Opportunities Page (IBOP) website to allow electronic posting of the RFP and all attachments. Interested parties are invited to submit comments and questions regarding the draft documents to the contract specialist, Rita Belfiori, at email: rita.belfiori@us.army.mil , not later tha n 31 October 2007. The government will consider all comments and questions submitted and provide answers at Industry Day, as time permits.

Added: October 5, 2007 The Joint Program Manager for Nuclear Biological and Chemical Contamination Avoidance (JPM NBC CA) will host an Industry Day briefing relating to the Joint NBC Reconnaissance System Increment 2 (JNBCRS 2) effort on Wednesday, 7 November 2007, from 9: 00 AM to approximately 2:00 PM, to provide interested parties with additional information and solicit feedback. The briefing will be held at the Conference Center, Building 4810 in the Edgewood Area of Aberdeen Proving Ground, Maryland. All firms intereste d in attending the briefing should provide the company name and attendee names to the contract specialist, Ms. Rita Belfiori, via email Rita.Belfiori@us.army.mil or faxcom 410-306-3789. This information should be provided no later than 2 November 2007. A limit of four (4) individuals per company may attend. An agenda will be available on the Army Single Face to Industry (ASFI) Interactive Business Opportunities Page (IBOP) website prior to Industry Day. Industry comments and feedback will be analyzed, considered and possibly used in the development of a potential Solicitation and/or Request for Proposal (RFP). A question and answer forum will be conducted after the government briefings. One-on-one discussions between government and industry representatives will not be conducted. A Day Pass will be required to access the Edgewood Area of Aberdeen Proving Ground.
